Subtropical depression 17 has continued to be subtropical, but both AMSRE and TMI suggest it has tropical storm force winds. Based on averages of both, Subtropical storm Otto has winds of 45 knots. Otto is slowly acquiring tropical characteristics. And as such, it is expected to become a hurricane in quite a short time.
